As a general rule, Lower Saxony always flies the European flag, the federal flag and the Land flag.

The European flag is given the position of honour at the left when facing the flag, followed by the federal flag, the Land flag and any other flags. If no more than two flags can be displayed for technical reasons, then the federal and Land flags shall be flown; if there is only one flagpole, then only the Land flag shall be flown.
