In Hamburg, the position of honour is at the far left when facing the flag. That is where the European flag is displayed, with the federal flag to the right, followed by the Land or admiralty flag.
If two flagpoles are available, the federal flag is flown to the left of the Land flag. If only one flagpole is available, the federal flag is flown.

At the Hamburg city hall, the state flag is flown from the arcade and the European flag is flown from the balcony. Flags are also to be flown at the city hall and from the official flagpoles on the square in front of the city hall on New Year’s Day.
Hamburg has not issued a law pursuant to Article 5 (3) of its constitution (“A legislative act shall specify the details concerning flags and the coat of arms”). The only regulation (with the status of an administrative regulation) is the Hamburg parliamentary directive on coats of arms, flags and seals of 21 June 1982.
